Workforce Shortage Solutions Seeker

Eddie Clayton, Southern Company Generation’s Outage Planning Manager, will be recognized for his efforts to overcome the southeast region’s workforce shortage. Clayton was instrumental in forming the Southeast Manpower Tripartite Alliance (SEMTA), a group of owners, contractors and labor interests formed to develop solutions to the gulf coast region’s workforce gap. The Safety Council is a member of this group.  This has heightened the awareness that we have a problem."

Clayton will be honored on April 3, 2008 as one of the Top 25 Newsmakers at the McGraw Hill Construction/ENR 43rd Annual Award of Excellence Black Tie Gala in New York City. Under his leadership, SEMTA has developed the southeast region’s first labor demand projections. This supply and demand information has been influential in creating awareness of the skilled labor shortage and has been used to initiate actions.  In an effort to schedule regional projects more efficiently, more than 60 utilities and industrial owners participated in a survey. As noted in the ENR award announcements, Clayton said, "I felt it was better to cooperate with peers, contractors and labor to determine the magnitude of the problem.

The Construction Labor Research Council used information gathered by SEMTA to draft its report that reveals that demand for some crafts will rise more than 40% in the next four years. SEMTA meets twice a year to discuss ways to minimize potential labor shortages. Clayton says SEMTA meetings have attracted up to 250 attendees and a new labor-demand survey is being planned in the near future.
